Introduction. The 21 st century teachers need be able to create students who are creative and have critical thinking skills which possibly obtained by implementing high order (HOTS) in learning activities. Aim. This study aims examine whether teacher professional knowledge (TPK) can improve teacher’s (CT) HOTS literacy (HL) development (TPD) mediate the relationship between TPK CT. Methodology research methods. is explanatory with 724 serves as respondents. analysis was carried out using WarpPLS data were collected through questionnaire. Results scientific novelty . results demonstrate that affect CT directly indirectly. HL TPD intermediate of on Practical significance provides important information relevant stakeholders, such Ministry education, universities, schools explains or proposes factors teachers’ ability developing higher-order based questions. needs immediately known so stakeholders policy makers design appropriate regulations develop capacity education curriculum.
